Professor Caldwell is a retired Law Enforcement Professional with more than 39 years practical experience from entry level officer (City of Kirkland, WA) to Police Chief and City Administrator (City of Mukilteo, WA), and Deputy Director of the Washington Criminal Justice Training Commission. He has worked as part-time faculty for Shoreline Community College since 2011.

Employee Bio

Linda Forst is a retired Captain from Boca Raton (FL) Police Services Department. She worked in patrol, investigations (crimes against person investigator), training, recruiting and hiring, internal affairs and support services. Most of her career was spent in patrol including 3 years as Commander of 100 personnel included patrol, special ops, traffic, marine patrol, K-9, and tactical operations.  Captain Forst worked with a State Legislator to update the Sexual Battery Statute and to write Florida's Stalking Law in 1992.  She served on the Board of Directors of the Domestic Violence Shelter in Palm Beach County.  In 1994, she was awarded the “outstanding Community Service” by the community.  Dr. Forst is a member of ACJS, IAWP, NAWLEE, IACP and WASPC.  She spends her time competing in triathlons, and running and cycling events. She is the author of many articles, and policing textbooks and wrote her dissertation on acquaintance rape.

Employee Bio

Assistant Chief Jim Lawless began his law enforcement career in 1987 with the Key West (FL) Police Department and has been with the Edmonds Police Department since 1995. During his career, Jim has served as a: Field Training Officer/Coordinator, Narcotics Detective/Sergeant, Street Crimes Officer/Sergeant, Patrol Officer/Corporal/Sergeant, SWAT Team Member, Instructor at the Washington State Basic Law Enforcement Academy (Crisis Intervention Core Block), and instructed in the areas of defensive tactics, FTO, police RADAR/LIDAR, less lethal munitions, and firearms.
In 2008, Jim was promoted to Assistant Chief of Police.  Jim had the honor and privilege of attending the FBI National Academy, Session 236, as well as the FBI Law Enforcement Executive Development Seminar, Session 72.
Jim served as the Acting Chief of Police (Jan. 2020- March 2021) prior to becoming the Assistant  Chief of Police for the Marysville Police Department in March 2021.
